    • IUPsyS launches International Psychology Development Fund

      IUPsyS has launched a fund to support capacity building activities to develop the science and profession of psychology around the world. The fund is administered through the American Psychological Foundation. Donations are tax-deductible. See www.iupsys.org/intlfund.html for more information.


    • IUPsyS Executive Committee and General Assembly will meet in Athens, Greece during the International Congress of Applied Psychology (www.icap2006.com)

    The IUPsyS Executive Committee Annual Meeting will take place on the following days: July 19, July 22, July 23
    The IUPsyS General Assembly Meeting will take place on July 20 14:00-18:00, and July 21 9:30-12:00 
    The General Assembly agenda and background materials will be available to delegates on the IUPsyS website beginning in May, 2006


    • World Forum - an invitation to all psychological associations 
      The World Forum is a gathering of national and international psychology association leaders to discuss current activities and issues. The following is an invitation from the presidents of the sponsoring organizations, IAAP and IUPsyS:

    Dear Colleagues and Friends,

    We would like to invite you to participate in the forthcoming 26th
    International Congress of Applied Psychology, which will be held in Athens,
    July 16-21, 2006 under the auspices of IAAP.

    As you know, we have had the World Forum for the last four International
    conferences under the auspices of IAAP and IUPsyS. We very much appreciate
    the response that we received from other international organizations to
    participate in this World Forum. However, I think that we have to think a
    bit more about the purpose of our sessions as World Forum and we wanted to
    suggest to you that we should focus on policy orientation. It would be
    particularly interesting to get case studies, where something worked well
    for you in terms of where you got policy ideas out and could actually
    implement them in companies or in national or provincial  governments or in
    international agencies, and we would also like to get case studies where the
    opposite happened, where is didn’t work very well.

    We suggest that our next World Forum in Athens should be a two hour session
    in which we think of how we have done policy orientation, whether we think
    that it is useful to make policy orientation a common principle and common
    purpose of international associations, and how we should proceed. We hope
    that such a general discussion will give us a common purpose and will draw
    together the different international organizations to, for example, work on
    certain policy issues together.

    As soon as the meeting place becomes known through the offices of the
    congress organizers, we shall let you have the details and the agenda for
    the meeting. The World Forum will be co-chaired again by the Presidents of
    IAAP and IUPsyS respectively.

    ARTS 2006 - programs in Greece

    ARTS - "Advanced Research Training Seminars" have been presented at international Congresses for over a decade. The ARTS programme is designed to do two things -- to provide intensive training and capacity building in methodology and research techniques to psychologists primarily from majority world countries, and to provide an incentive and a means through which psychologists from these countries can attend the associated International Psychology Congress. This year there will be three ARTS seminars in Greece in association with the International Congress of Applied Psychology: 

    • Design and methods in cross-cultural psychology, Athens, July 14-16, convened by Professor Fons van de Vijver, Netherlands
    • Stress, Health and Well-Being in the Face of Major Trauma, Athens, July 21-23 convened by Professor Stevan E. Hobfoll, USA 
    • Universal and Ethnocyncratic Couple Patterns from Evolution to Culture and from Theory to Research, Spetses, July 8-10, convened by professor Rolando Diaz-Loving, Mexico.

    The ARTS programme provides a unique opportunity for scholars from the majority world to participate in international congresses and to gain skills and understanding in research techniques, and to make contacts with scholars from other parts of the world. ARTS provides scholarships which cover costs of accommodation, subsistence and participation in the ARTS workshop, contribution to costs of travel, and support for congress costs. Applications are welcomed from psychologists from the majority world: details of application are on the website (www.iupsys.org/arts/artsann.html) and the deadline has been extended to March 10.


    Draft Universal Declaration of Ethical Principles for Psychologists

    In 2002, the General Assembly of the International Union of Psychological Science (IUPsyS) approved a motion to create an Ad Hoc Joint Committee to develop a universal declaration of ethical principles for psychologists. In 2004, the Assembly approved continuing the project in the expectation that a full draft of a universal declaration would be available for discussion at the 2006 IUPsyS General Assembly.

    It is my pleasure to announce on behalf of the Ad Hoc Joint Committee that a draft of the Universal Declaration of Ethical Principles for Psychologists is now available for consultation. This draft is the work of an international committee, and has not been approved by IUPsyS or any of the other sponsoring organizations. Comments and suggestions from the psychology community are solicited. These may lead to further revisions and further drafts. It is important that the final document reflects human values that are shared and supported world-wide.

    A web page is being created for the document and supporting materials to make them available to IUPsyS National Members and the larger psychology community. Progress reports, updates, and new materials will be posted whenever available. Psychologists world wide are invited to comment on the draft Declaration.     A discussion of the draft Universal Declaration is on the agenda of the IUPsyS General Assembly and of the IAAP Board of Directors for meetings to be held July 2006 in Athens, Greece. In addition, the draft Declaration will be presented in a symposium during the 26th International Congress of Applied Psychology Congress in Athens, and in a group discussion during the International Congress of Cross-Cultural Psychology in Spetses, Greece.

    In its current form, the Universal Declaration of Ethical Principles for Psychologists has a preamble followed by four sections, each relating to a different principle. Each section includes a statement outlining the fundamental moral values contained in the principle and a series of articles that relate directly to these moral values.


    • IUPsyS represented in world science organizations

    • Michel Denis, IUPsyS Past-President, was re-elected to the Executive Board of the International Council for Science (ICSU)

    • Pierre Ritchie, IUPsyS Secretary-General, was re-appointed to the ICSU Committee for Policy and Scientific Research

    • Bruce Overmier, IUPsyS President, was appointed to the steering committee for an inter-union project on Science for Health and Well Being.


    Report of the General Assembly, International Council for Science (ICSU)

    The 28th General Assembly of the International Council for Science was held in China during October 2005. The Scientific Fora occurred in Shanghai and the business meetings were in Suzhou. The IUPsyS delegation was headed by President Bruce Overmier, assisted by Secretary-General Pierre Ritchie and EC member Kan Zhang. 

    Scientific Fora. Professor Ritchie served as a panelist for the Science Forum on Science and Wellbeing, focusing primarily on the Union's work with the World Health Organization. 

    Business Meetings. The business meetings concentrated on ICSU's proposed Strategic Plan, the first comprehensive multi-year delineation of strategic goals and priorities in ICSU's 75 year history. Union Past-President Michel Denis, as a member of the ICSU Executive Board, and Secretary-General Ritchie as a member of ICSU's Committee on Scientific Planning and Research, contributed to the development of the Strategic Plan. The Union's Officers also submitted detailed comments on a draft of the Strategic Plan. The GA adopted the proposed Strategic Plan with few revisions.

    ICSU's Vision. Integral to the Strategic Plan is the ICSU vision: The long-term ICSU vision is for a world where excellence in science is linked to policy making and socio-economic development in all countries across the world. In such a world, universal and equitable access to scientific data and information is a reality and all countries have the scientific capacity to use this and to contribute to generating the new knowledge that is necessary to establish their own development pathways in a sustainable manner.
    The Plan's goals include fostering international research collaboration and policy development in the areas of environment, sustainable development, health and wellbeing, and monitoring new scientific horizons to ensure that these can be addressed in a timely manner by the relevant members of the ICSU family. The link between science and policy is accorded particular emphasis to ensure that science is integrated into policy development at the international and national level and that relevant policies take into account both scientific knowledge and the needs of science. There is also a commitment to foster greater awareness of the valuable contribution of science to society and improved mutual understanding between science and other sectors of society, with a particular emphasis on ICSU’s scientific priorities.

    ICSU elections. The ICSU GA elected a new Executive Board (EB) to serve during the 2005-08 triennium. Union Past-President Denis was re-elected for a second term. Subsequently, the new EB re-appointed Secretary-General Ritchie to the Committee on Scientific Planning and Research. It is likely that other psychologists will be appointed to ICSU bodies in the coming year.

    Other IUPsyS Activities. While in China, President Overmier and Secretary-General Ritchie met with numerous colleagues active in Chinese psychology. These activities were ably coordinated by EC member Kan Zhang of the Beijing-based National Institute of Psychology. Professors Overmier and Ritchie also met with the senior leadership of the Chinese Psychological Society on the eve of their national congress at which Professor Zhang was re-elected President.


    • Honors and awards to Executive Committee members

    • Bruce Overmier, IUPsyS President, received the APA Award for Distinguished Service to Psychological Science, 2005

    • Pierre Ritchie, Secretary-General, received an APA Presidential Citation for distinguished service to international psychology 

    • Kan Zhang (EC member, China) was elected President of the Chinese Psychological Society 

    • Michel Sabourin, Treasurer, will receive the CPA Award for Distinguished Contributions to Psychology as a Profession

    • James Georgas (EC Member, Greece) was granted Professor Honorario, Universidad del Salvador, Buenos Aires in June 2005; In addition he was a Senior Visiting Scholar of the Alexander S. Onassis Public Benefit Foundation for a lecture tour to major American universities to speak on ‘Families across cultures’ 

    • Former EC members Jing Qicheng (Vice-President), and Zhang Houcan (Vice-President) have each received the high honor of honorary doctoral dress at the Fu Ren University, Taiwan; Kurt Pawlik (Past-President) has been granted honorary membership in the Academy of Sciences, Hamburg


    • IUPsyS at the UN - update of IUPsyS representatives' activities at the UN

    IUPsyS is an accredited Non Government Organization (NGO) at the United Nations with special consultative status. Professor Harold Cook, who has been a representative for the past two years, is the IUPsyS Main Representative. Professor Morton Deutsch has just agreed to become a second IUPsyS representative. 
    Prof. Deutsch, is the Edward L. Thorndike Professor Emeritus at Teachers College ,Columbia University and Founding Director of the Center for Conflict Resolution there. He has a distinguished, long and continuing career as a Social Psychologist, with expertise in the areas of conflict resolution, distributive justice, and cooperation. He has just received his credentials at the UN and has begun to explore his involvement in the UN in areas of his interests dealing with disarmament, peace and security, and human rights.


    Activities at the UN
    The IUPsyS team serves on the following committees: 

    • NGO Committee on the Family (Co-chair)

    • Executive Committee of the NGO Committee on Mental Health (co-chair of a working group on Children, Youth and Mental Health)

    • UNICEF working group on Children, Armed Conflict and Violence

    • North American Regional Steering Committee of the UN Global Study on Violence Against Children

    Current Activities include

    • Organization/moderation of NGO information panels:

      • 'Approaches to Global Poverty: What works for Families' for the meetings of the Commission for Social Development 

      • 'The Convention on Disabilities', which when signed and ratified by governments, will be an international legally binding document

      • 'Man Made Disasters: the Effect on Families'. 

    • Statements submitted: 

      • on the UN millennium development goals to the Commission for Social Development (accepted as part of the official proceedings)

      • on the mental health needs of women to be presented to an upcoming meeting of the Commission on the Status of Women.

    • Planning committee to organize a briefing for the International Day of the Family, with a tentative topic 'The Changing Family Structure'

    • Working with the  North American Regional Steering Committee on Violence Against Children to help ascertain accuracy and reliability of statistics and research findings; planning for the launch of the final report in November, 2006 to the General Assembly, and trying to encourage the US government, US NGOs, civil society and youth to become more involved in the launch and follow-up.

    IUPsyS recruiting additional UN representatives

    IUPsyS is currently recruiting at least two additional UN representatives. Prospective candidates should be psychologists from the New York City area with a strong background in psychological science. They should be available and willing to attend one regularly scheduled, weekly briefing, as well as additional meetings of various committees and commissions at UN headquarters in New York. They should have some understanding of the functioning of the UN, some knowledge of IUPsyS as an organization, an interest in international affairs and in providing scholarship-based psychological knowledge and understanding to policy makers of governments, UN agencies and other NGO's in the United Nations System on a wide range of global issues, such as human rights, women's issues, poverty, health, mental health, aging, disarmament and peace, armed conflict, the environment, sustainable development, etc. The candidate must have demonstrated experience in multi-cultural and/or global issues that deal with the UN agenda, and be willing to work as part of a team. The position is pro bona, although some funds will be available for reimbursement of expenses.     ASIAN APPLIED PSYCHOLOGY INTERNATIONAL-REGIONAL CONFERENCE, Bangkok, Thailand.

    The Asian Applied Psychology International-Regional Conference (AAPI-RC) was held in Bangkok from 14-16th November 2005 under the auspices of the International Association of Applied Psychology (IAAP), the International Union of Psychological Science (IUPsyS), and the International Association for Cross-Cultural Psychology (IACCP).  The Conference was organized by Thammasat University and the Thai Psychological Association under the conference Presidency of Ubolwanna Pavakanun.  The Conference attracted a large number of Thai psychologists and students as well as a wide range of delegates from 24 other countries, most from Thailand ’s near and far neighbours but others also from Europe and North America .  Apart from the merits of its Scientific Program the Conference had two important outcomes in addition. One was to pave the way for the formation of a National Committee which will enable Thailand to become a member of the International Union of Psychological Science.  The other was to facilitate the holding in August 2006 of the first Convention of the newly formed Asian Psychological Association.

    • New Asian Psychology Associations

    Two new regional Asian associations of psychology have been formed.

    The ASEAN Regional Union of Psychology Societies (ARUPS) is a group consisting of 10 psychological associations from the member countries of the ASEAN (Association of SouthEast Asian COuntries - see http://www.aseansec.org/). Their first meeting is planned for July 31- August 2, 2006, in Jakarta Indonesia.

    The Asian Psychological Association (APsyA) is a new professional society founded in 2005 to bring together psychologists in the rapidly developing countries of Asia. The new organization will join regional associations in other geographical areas including Europe (EFPA), the Middle East (MENA) and the Americas (SIP).
    APsyA’s mission is to advance the science and practice of psychology throughout Asia. To this end APsyA seeks to strengthen regional and international bonds between psychologists and to promote and to facilitate channels of communication between individual psychologists.
    APsyA will hold its first convention, August 18-20, 2006, in Bali, Indonesia, with the theme of : Asian solidarity for diversity: Towards a better quality of life in Asia. CIRP member Ray Fowler will present a plenary address at the conference. Membership in the new association will focus on, but not be limited to, psychologists living in Asia. Other psychologists who have an interest in Asian issues are welcome to join and participate in its activities.  
    To organize the association and plan for its initial convention in 2006, an Interim Board of Directors has been formed, with Dr. Sarlito W. Sarwono of Indonesia serving as interim president. Other officers and directors-at-large include psychologists from the Philippines, Australia, Canada and Malaysia as well as other Asian countries.
